Employment Intervention Demonstration Program (EIDP)
/ Study Backgound, Purpose, & Research Questions

Introduction

The Employment Intervention Demonstration Program is a multisite research study of innovative service delivery models that combine vocational rehabilitation with clinical services and supports. The EIDP includes eight demonstration sites as well as a Coordinating Center, charged with overall program administration, data management, and data analyses. The eight EIDP demonstration sites are located in:

Arizona
Connecticut
Maine
Maryland
Massachusetts
Pennsylvania
South Carolina
Texas

The EIDP Coordinating Center is located at the Center for Mental Health Services Research and Policy in the Department of Psychiatry at UIC, and works in collaboration with the Human Services Research Institute in Cambridge, Massachusetts.

Background and Purpose

The EIDP explores the complex factors involved in securing and maintaining satisfying employment among mental health consumers. The major focus of the program is on how these factors are influenced by different types of service interventions. These services are delivered by mental health and rehabilitation professionals, local and state government agencies, and self-help and peer support organizations.

The service delivery models being evaluated include:

Supported Employment (SE)
ICCD Clubhouse
Individual Placement & Support (IPS)
PACT Vocational Model
ACT/IPS Model
Employer Consortium
Unique EARNS Model
Unique LETS Model
Unique Family/ACT Model

The EIDP is guided by a Steering Committee, which includes a representative from each site, a Coordinating Center representative, consumer representatives, and the CMHS government project officer. Data were collected from February 1996 – June 2000, and forwarded to the Coordinating Center for analysis and dissemination which are ongoing.

Study Questions

  1. What is the relative effectiveness of different models of vocational rehabilitation in establishing competitive employment?
  2. What is the impact of service integration on vocational outcomes?
  3. Which service recipient characteristics are associated with positive vocational outcomes?
  4. What is the impact of different types and amounts of services on employment outcomes?
  5. What are the direct costs of the interventions?
  6. What environmental factors influence the effectiveness of interventions?
  7. What reasonable accommodations are used by mental health consumers who are employed?
